Fund AI-safety research and a statewide retraining/reskilling program for automation-affected workers.

NY implementation: $50–100M state fund for SUNY/CUNY grants, AI safety fellowships, and reskilling vouchers; require large state AI vendors to contribute a small procurement set-aside for workforce transition.
Partners/funding: SUNY, CUNY, labor unions, employer contributions.
KPIs: workers retrained & re-employed; research outputs (papers/patents).
