Responsible, Risk-Based AI Governance (NY)

Require risk-based oversight for AI used by state agencies and in critical services; protect residents while preserving innovation.

NY implementation: Create a NY Office for AI Accountability; mandate model cards, provenance logs, pre-deployment conformity assessments for any AI procured by state/local government; require incident reporting and independent audits for high-risk systems (health, hiring, welfare, criminal justice).
